Expands the definition of nursing home services under Michigan's Social Welfare Act to include state-licensed adult foster care facilities in addition to nursing homes and medical care facilities.

Allows eligible individuals to receive nursing home services in adult foster care facilities when certified as meeting established standards and found necessary by an attending physician, dentist, or Christian Science practitioner.

Extends county maintenance of effort reimbursement requirements to adult foster care facilities owned by counties, with reimbursement rates calculated using the same variable cost formulas as traditional nursing homes.

Requires clinical laboratories performing creatinine tests to include glomerular filtration rate (eGFR) measurements reported as a percentage of kidney function remaining in lab reports.

Mandates the Department of Community Health to apply immediately for any required federal waivers or state plan amendments upon enactment to implement the changes to long-term care facility coverage.
