MI HB5674

Amends the Natural Resources and Environmental Protection Act to modify definitions and criteria for the state water pollution control revolving fund used to assist municipalities with water pollution projects.

Adds a new definition of "disadvantaged community" based on median household income (not exceeding 120% of statewide median), direct assessment of project costs to users, and demonstration of poverty conditions or high user cost burdens (1-3% of median household income depending on circumstances).

Provides up to 50 bonus priority points for sewage and stormwater treatment projects located within disadvantaged communities when ranking projects for funding assistance.

Requires municipalities to submit project plans demonstrating need, cost-effectiveness, and compliance with federal water pollution control requirements; establishes separate annual priority lists for different project types.

Repeals section 5315 and is contingent on the simultaneous enactment of HB 5673, HB 5675, and HB 5676.
