Amends the Michigan Code of Criminal Procedure to add sentencing guidelines for 24 specific felonies related to identification fraud, firearm regulations, sex offender registration, and other public safety offenses.

Establishes sentencing categories (Class B through H) and statutory maximum sentences ranging from 2 to 15 years for offenses including false state ID applications, counterfeiting identification documents, firearm sales violations, and failure to register as a sex offender.

Includes enhanced penalties for repeat offenses, such as false state ID applications escalating from a Class E felony (5 years) on first offense to a Class C felony (15 years) on third or subsequent offense.

Does not take effect unless Senate Bill No. ____ or House Bill No. 5584 of the 96th Legislature is enacted into law (contingent enactment).
