Amends MCL 750.224 to allow licensed individuals to manufacture, sell, or possess firearm mufflers or silencers under federal authorization from the Secretary of the Treasury.

Defines "muffler" or "silencer" to include devices for deadening firearm reports, combinations of parts designed for assembly, and individual parts intended for silencer assembly.

Maintains existing prohibitions on manufacturing, selling, or possessing machine guns, bombs, blackjacks, and gas-ejection devices, with penalties of up to 5 years imprisonment or $2,500 fine.

Continues exemptions for self-defense spray devices, government contractors manufacturing munitions, and federally licensed manufacturers of prohibited weapons.
