Department of Community Health, in coordination with the Department of State Police, must conduct research on herbal mixtures and products containing synthetic cannabinoids, with completion required by January 1, 2013.

Research must address types of synthetic cannabinoids used, their sources, whether used alone or combined with other chemicals, physiological and psychological effects including addictive qualities, and social and economic impacts within Michigan.

Department must file a written report to the Secretary of the Senate and Clerk of the House within 180 days after completing the research.

Report must include recommendations on identifying synthetic cannabinoids, proper scheduling, control and enforcement measures, and health-related strategies for addressing products containing synthetic cannabinoids.
