Establishes emergency procedures for the Department of Licensing and Regulatory Affairs to schedule controlled substances without standard notice and participation requirements when the Department of Community Health director determines imminent danger to public health.

Requires the Office of Regulatory Reinvention to submit emergency rule language to the Legislative Service Bureau for formal certification within 7 business days, with the bureau having 7 business days to approve or the office may self-approve.

Limits emergency controlled substance rules to remain in effect until an identical rule is promulgated, similar bill is enacted, the administrator determines it is no longer necessary, or 6 months after filing (extendable for one additional 6-month period).

Exempts emergency rules from being numbered or compiled in the Michigan Administrative Code but requires publication in the Michigan Register and annual supplement.

Act is conditional and takes effect only if Senate Bill 789 and House Bill 5338 of the 96th Legislature are enacted into law.
