Removes certain beach maintenance activities (leveling sand, mowing vegetation, grooming soil, removing debris) from permit requirements in areas between the ordinary high-water mark and water's edge on Great Lakes bottomlands.

Exempts these beach maintenance activities from state and local unit of government regulation, except within Lake St. Clair, which retains permit requirements.

Establishes that mowing of vegetation and removal of vegetation between the ordinary high-water mark and water's edge are not subject to regulation under Part 325 of the Natural Resources and Environmental Protection Act.

Modifies permit fee structures for wetland and bottomland activities, establishing a tiered fee schedule ranging from $50 to $2,000 depending on project type and scope.

Repeals section 32516, which previously authorized removal of vegetation in certain Great Lakes areas, consolidating beach maintenance provisions into amended sections 30305 and 32512.
