Amends the board of governors' authority to appoint servicing carriers to also include direct assignment carriers for the workers' compensation placement facility.

Requires the board of governors to prepare a plan of operation subject to commissioner approval, with the commissioner able to revise the plan at any time.

Establishes creation of servicing and direct assignment carrier performance standards including sufficient personnel for safety management and claims adjustment services.

Creates three rating plans: Plan A for high-risk insureds with surcharges, Plan B for self-insured employers and self-insurance groups, and Plan C for all other insureds without surcharges.

Requires the board of governors to perform retrospective evaluation of premiums and loss experience for each rating plan, with premium returns possible if evaluation indicates overpayment.
