Amends the Motor Carrier Safety Act of 1963 to modify Section 5 (MCL 480.15) regarding intrastate commercial motor vehicle operations.

Eliminates federal hours-of-service restrictions (49 CFR part 395) for motor carriers operating entirely in intrastate commerce within Michigan who employ operators engaged in seasonal construction-related activities.

Removes the prohibition on consecutive hours of operation and on-duty hour limits (70 hours in 7 days, 80 hours in 8 days, 12-hour operation limits, and 16-hour duty limits) for these seasonal construction operators.

Maintains existing exemptions for farm vehicles, public utility service vehicles, school buses, and government-owned commercial motor vehicles.

Preserves surge brake allowances for combination vehicles under 26,000 pounds gross vehicle weight rating (with trailer under 15,000 pounds) in intrastate operation, except for hazardous materials transport vehicles and those designed for more than 8 passengers.
