Increases maximum prison sentence for intentionally discharging a firearm from a motor vehicle, snowmobile, or off-road vehicle in a manner endangering another person from 4 years to 10 years, and increases maximum fine from $2,000 to $10,000.

Establishes enhanced penalties for discharging a firearm that causes physical injury to another (up to 15 years imprisonment and $15,000 fine), serious impairment of body function (up to 20 years and $25,000 fine), or death (life imprisonment or any term of years).

Establishes enhanced penalties for recklessly discharging a firearm at a dwelling or potentially occupied structure (up to 15 years imprisonment and $15,000 fine), with additional penalties for causing serious impairment of body function or death.

Exempts peace officers performing their duties and individuals acting in self-defense or defense of another from these penalties; allows consecutive sentencing for violations committed in the same transaction.
