Establishes the "Consent Agreement Process Act" to expand requirements for consent agreements between the state and local governments experiencing severe financial stress under the Local Government and School District Fiscal Accountability Act.

Requires consent agreements to include a measurable statement of reasons for severe financial stress, a preliminary correction plan, specific actions with target dates, and a defined expiration date.

Mandates consent agreements specify core services, acceptable service levels, local contracting commitments, and required state legislative and financial support to remediate issues.

Requires the chief administrative officer and review team to hold public meetings with residents if target dates for corrective actions are missed, and to renegotiate the consent agreement if targets are not met after a third public meeting.

Takes effect only if Senate Bill No. ____ or House Bill No. ____ (request no. 06080'12 a) of the 96th Legislature is enacted into law.
