Allows individuals residing within 1,000 feet of a vacant dwelling to enter the property without force for specified maintenance and nuisance abatement purposes.

Permits entry to secure the dwelling against entry, control or prevent vermin, trim overgrown vegetation, remove garbage or rubbish, and eliminate other nuisance or potential nuisance conditions.

Right to enter does not apply if the property owner or lessee has expressly forbidden entry.

Individuals who enter under this authority remain liable to the property owner for any damages resulting from their actions.

Bill is contingent on enactment of either Senate Bill number TBD or House Bill 5744 (request no. 03693'11a) of the 96th Legislature.
