Enacts the "Municipal Water and Sewer Transparency Act" to require certain local utilities to disclose information to the public.

Applies to municipal sewage collection systems and municipal water distribution systems serving customers outside the corporate limits of local government units.

Requires utilities to post on their websites within 30 days of adopting their annual budget: current water and sewage rates, descriptions of contracts valued over $25,000, rate comparisons with other municipal systems in other states, debts and revenues, and infrastructure investments and improvements from the past year.
