Removes the sunset clause that allowed school district policies on personal communication devices to change after the 2003-2004 school year.

Establishes a permanent prohibition against pupils carrying cellular telephones, electronic communication devices, or other personal communication devices in school, except for health or other unusual reasons approved by the board.

Allows school boards and public school academy boards of directors to develop penalties they consider appropriate for violations of the communication device prohibition.

Excludes computers from the prohibition on personal communication devices.
