Amends 1951 PA 51 regarding classification of public roads, streets, and highways and the Michigan transportation fund to add definitions and establish new funding mechanisms.

Modifies section 10c to change "which" to "that" in the definition of transit vehicles and public transportation services for grammar consistency.

Creates section 10q allowing local authorities (2 or more townships within a county that enter joint endeavors under the Municipal Partnership Act or Urban Cooperation Act) to receive money in the same manner as county road commissions.

Local authorities receiving funds under section 10q are treated as county road commissions for purposes of distributions under sections 12 to 12b.

Requires that money distributed to a local authority be subtracted from the amount otherwise distributed to the county road commission in that county.
