Maintains the $100.00 filing fee option as an alternative to submitting nominating petitions, payable to the county clerk or secretary of state depending on district composition.

Eliminates the provision requiring filing fees to be refunded to nominated candidates and those receiving the next highest number of primary votes.

Specifies that filing fees are deposited into the county general fund without refund conditions.
