MI HB5770

Creates the "Frontline Health Provider Program" administered by the Michigan Department of Health to award scholarships to eligible students and grants to health professionals for loan repayment.

Defines eligible health professionals as physicians, podiatrists, dentists, and optometrists licensed in Michigan who provide primary care in designated health professional shortage areas or other critical needs areas.

Establishes scholarship eligibility for students attending approved medical schools, podiatric medical schools, dental schools, or optometry schools, with funds used to cover cost of attendance.

Authorizes the department to award grants to designated health professionals to repay all or part of their state and federal qualified education loans.

Requires the department to develop scholarship and grant agreements, conduct periodic audits of recipients, and promulgate rules under the Administrative Procedures Act; bill effectiveness is contingent on simultaneous enactment of HB 5771, HB 5772, and HB 5773.
