Department must designate critical needs areas for primary health care where scholarship and loan repayment grant recipients can fulfill contractual service obligations.

Department must determine priority of primary health care practitioners eligible for loan repayment grants using federal matching funds or non-legislative appropriations.

Scholarship recipients must be enrolled in or accepted to a qualified state school, sign a written agreement to practice in a designated critical needs area for at least 3 years after residency or graduation, and be Michigan residents for 12 months preceding application.

Scholarship awards cover full cost of attendance at the qualified state school for the entire duration needed to complete degree requirements.

Recipients who leave school before graduation, leave residency before completion, or fail to practice in the designated critical needs area for 3 years must repay all scholarship funds plus interest within 90 days.
