Establishes a loan repayment grant program for designated health professionals who commit to practicing in critical needs areas for primary health care for at least 2 years.

Provides $40,000 in loan repayment grants for the first 2 years of practice in a critical needs area, and up to $10,000 annually for up to 4 additional years of continued practice.

Grants available only to health professionals meeting eligibility criteria including 12-month Michigan residency (with exception for certain physicians), absence of felony convictions involving assault or physical injury, and execution of a grant agreement with the department.

Prioritizes grant awards to graduates of Michigan schools, individuals born in Michigan, and board-certified physicians practicing out-of-state willing to relocate to Michigan.

Recipients who fail to complete at least 2 years of designated frontline health practice must repay all grant funds plus interest within 90 days; department may postpone or forgive repayment for circumstances beyond recipient's control such as severe illness or disability.
