Prohibits Michigan governmental entities (state agencies, local governments, school districts, and public-private partnerships) from adopting or implementing policy recommendations that restrict private property rights without due process if those recommendations originate from or are traceable to United Nations Agenda 21 or related international laws.

Defines "Agenda 21" as the United Nations conference on environment and development held in Brazil in June 1992.

Prohibits Michigan governmental entities from entering contracts, paying money to, or receiving money from nongovernmental and intergovernmental organizations accredited by the United Nations to implement Agenda 21 policies.

Defines "Michigan governmental entity" to include state departments and agencies, cities, villages, townships, counties, school districts, community colleges, intermediate school districts, and any authorities or public-private partnerships created by these entities.

Takes effect 90 days after enactment.
