Requires insurers to provide 2 certificates of insurance for each insured vehicle upon issuance of an automobile insurance policy, with one marked for the Secretary of State.

Beginning December 30, 2011, insurers must supply the Secretary of State with policy information for private passenger nonfleet automobiles, including insurer name, named insured, address, vehicle identification number, and policy number, updated at least every 14 days.

Secretary of State shall accept transmission of a vehicle identification number as proof of insurance for motor vehicle registration purposes only, and shall not maintain the original certificate of insurance on file.

Policy information submitted to the Secretary of State is confidential and exempt from the Freedom of Information Act, with disclosure permitted only to the Department of Community Health (until December 31, 2014), eligible benefit recipients under section 3107, or pursuant to court order for claims or fraud investigations.

Establishes criminal penalties of up to 1 year imprisonment or $1,000 fine for supplying false information or issuing altered, fraudulent, or counterfeit certificates of insurance.

Requires the Department of Community Health to report to legislative committees by December 30, 2012 and 2013 on claims and dollar amounts recovered from automobile insurers pursuant to 2006 PA 593.

Bill is contingent on enactment of HB 5788.
