Amends the Justice System Fund in the Revised Judicature Act to remove the allocation to the state forensic lab fund (5.35% of fund balance).

Reallocates court revenue collections monthly to the secondary road patrol and training fund at $10.00 per civil infraction action.

Distributes remaining fund balance among multiple state programs including the highway safety fund (23.66%), jail reimbursement program (11.84%), Michigan justice training fund (11.84%), drug treatment court fund (2.73%), and state court administrative funds.

Allocates portions of fund balance to the state court fund (12.69%), court equity fund (24.33%), sexual assault victims' medical forensic intervention fund (2.65%), and children's advocacy center fund (1.85%).

Takes effect only upon enactment of House Bill 5790 or Senate Bill with request number 05870'12.
