Expands victim notification requirements to include notice when a prisoner absconds on bail or escapes from custody, in addition to existing escape notices.

Requires notice to victims within 24 hours after a prisoner is reported to have absconded or escaped, with the prosecuting attorney responsible for notifying victims who requested notice.

Adds new notification requirements for victims including notice of prisoner death, applications for reprieve/commutation/pardon, public hearings on clemency, and legal name changes during or within 2 years after parole.

Enhances victim participation rights at parole and commutation hearings, explicitly allowing victims to testify and present exhibits in addition to submitting written statements.

Requires parole board decision notices to be mailed within 14 days and must include information about victims' rights to appeal parole decisions under MCL 791.234.
