• Allows the Secretary of State to waive the driving skills test for commercial driver's license applicants who meet federal waiver conditions and have 2 years of recent military experience operating commercial motor vehicles.

• Requires applicants seeking waiver to certify they met 49 CFR 383.77 waiver conditions during the 2 years preceding application and were regularly employed in a military occupational specialty requiring commercial motor vehicle operation.

• Requires applicants to present military documentation proving they operated a vehicle representative of the commercial motor vehicle type for which they seek designation or indorsement for at least 2 years immediately before application.

• Maintains all other commercial driver's license requirements including knowledge tests, vehicle group designations, and indorsement requirements for hazardous materials, passengers, school buses, and other specialized vehicle types.
