Changes the article "the" to "an" in the requirement that agencies submit proposed rules electronically to the legislative service bureau for formal certification.

Adds a new requirement (subsection 3(k)) that agencies must demonstrate proposed rules are necessary and suitable to achieve their purpose in proportion to the burdens placed on individuals.

Renumbers and reorganizes existing regulatory impact statement requirements from subsections (k) through (y) to subsections (l) through (z), and adds subsection (aa) for additional information required by the office of regulatory reinvention.

Changes language from "pursuant to" to "under" in subsection (4) regarding timing of regulatory impact statement submission before public hearings.

Maintains exemptions in subsection (6) for rules promulgated under sections 33, 44, or 48 from the reporting and regulatory impact statement requirements.
