Amends the Management and Budget Act to modify when funds can be appropriated from the budget stabilization fund based on state unemployment rates.

Allows legislature to appropriate 2.5% of fund balance when seasonally adjusted unemployment is 8.0-11.9%, and 5.0% of fund balance when unemployment is 12.0% or higher.

Expands eligible uses of budget stabilization funds to include capital outlay, public works, public service jobs, refundable tax credits, and any other purpose provided in an appropriation bill.

Appropriates $40,000,000 from the fund to the Michigan State Parks Endowment Fund, contingent on proceeds from the sale of the accident fund being transferred first.

Appropriates $650,000 for fiscal year 2012 to reimburse local units of government for costs of conducting a special election to fill a vacancy in the U.S. House of Representatives.
