Reorganizes Michigan's state licensing fee structure by replacing the "Department of Consumer and Industry Services" with the "Department of Licensing and Regulatory Affairs" throughout the State License Fee Act.

Creates a new "Licensing and Regulation Fund" in the state treasury to receive all licensing fees (except those specifically exempted), with funds used only to offset department operating costs and carryover balances that do not lapse.

Extends multiple fee payment dates from September 30, 2012 to September 30, 2015 for various professions including architects, engineers, land surveyors, barbers, cosmetologists, real estate agents, and appraisers.

Establishes fee waivers for honorably discharged veterans of the armed forces and nonprofit corporations or businesses with majority veteran ownership upon proof satisfactory to the department.

Revises licensing fee allocations for real estate professionals, real estate appraisers, and residential builders by creating separate education and enforcement funds with dedicated portions of license fees to support education programs and enforcement activities.
