Allocates fund revenue after bond payments and administrative costs as follows: $5,000,000 for forest roads programs distributed by county forest acreage percentages; $2,500,000 for road improvements in cities and villages with 5,000+ population in rural counties; and remaining balance distributed 50% for targeted industry economic development roads, 25% for urban county congestion reduction projects, and 25% for rural county road improvements.

Distributes 25% congestion reduction funds to counties with populations exceeding 400,000 based on specific population tiers, with counties having 1,000,000-1,749,999 residents receiving 40% of those funds.

Distributes federal obligation authority equally between urban and rural task forces per the specified formulas, with an additional 1.5% allocated exclusively to regional rural task forces.
