Prohibits ticket issuers from restricting or prohibiting resale of event tickets for concerts, theatrical performances, sporting events, and similar events held in venues accommodating more than 1,000 people.

Bans ticket issuers from imposing license terms, contractual restrictions, penalties, or technological barriers that prevent ticket resale or restrict resale prices.

Requires ticket sellers and resellers engaged in the business of selling event tickets to maintain a toll-free complaint line and implement refund policies providing full reimbursement for canceled events, counterfeit tickets, non-delivery, or tickets that materially fail to match seller descriptions.

Allows the Attorney General to bring civil actions for violations with damages of up to $100 per ticket sold or resold in violation (maximum $100,000 per event) or actual damages, whichever is greater; damages can be tripled for repeat violators.

Exempts charitable events distributing free tickets and not-for-profit educational institutions' athletic event tickets distributed without charge from resale restrictions.
