Creates the "Organized Retail Crime Act" to prohibit theft of retail merchandise with intent to resell, including items transferred by mail or internet, and related activities like removing security devices or using fraudulent wireless devices.

Establishes organized retail crime as a felony punishable by up to 5 years imprisonment or a $5,000 fine, and requires courts to order restitution to victims and government entities for investigation expenses.

Permits forfeiture of stolen retail merchandise and sale proceeds to the state when the true owner cannot be identified, with funds used by the organized retail crime advisory board.

Creates a six-member organized retail crime advisory board within the Department of State Police to develop a crime database, compile annual statistics, and submit reports on the act's effectiveness in reducing organized retail crime.

Takes effect March 31, 2013 and does not prevent prosecution for other crimes arising from the same criminal transaction.
