Changes eligibility language for state senator and representative candidates from "shall be eligible" to "is not eligible" to clarify that candidates must meet specific residency and qualification requirements.

Requires candidates to be a citizen of the United States and a registered and qualified elector of the district they represent for at least 60 days prior to the filing deadline.

Establishes a 20-year ineligibility period for any person convicted of a violation of section 12a(1) of 1941 PA 370 (MCL 38.412a) from holding state senator or representative office.

Takes effect only upon approval of Senate Joint Resolution ____ or House Joint Resolution AAA of the 96th Legislature as part of the Michigan Constitution of 1963.
