Amends Michigan Vehicle Code Section 611 to allow bicycles, motorcycles, mopeds, and 3-wheeled vehicles to proceed through red traffic signals if the automated stoplight fails to detect their presence after one full cycle or 60 seconds.

Requires drivers of these vehicles to wait for either one complete cycle of the automated stoplight or 60 seconds (whichever applies) before proceeding through a red signal.

Mandates that vehicles proceeding through a stop signal under this exception must still yield the right-of-way to other vehicles as required by the stop signal.

Establishes a legal presumption that an automated stoplight failed to detect a qualifying vehicle if it proceeds through a stop signal, which can only be rebutted by law enforcement testimony that the vehicle violated the conditions.

Violations remain classified as civil infractions.
