Requires the department and child placing agencies to provide the ombudsman access to records, reports, and departmental computer networks within 10 business days, with confidentiality safeguards matching those of the department.

Maintains confidentiality of ombudsman records with limited exceptions for abuse/neglect prevention, law enforcement cooperation, and legislative oversight committees.
