Allows electric and natural gas utility customers to read and report their own energy usage on a regular basis (at least monthly or more frequently if desired) if they report reasonably accurate readings.

Requires utilities to provide customers with postage-paid postcards, secure website access, telephone reporting, or other reasonable means to submit meter readings.

Mandates utilities obtain an actual meter reading at least once every 12 months to verify the accuracy of customer-reported readings.

Prohibits utilities from charging higher rates, imposing additional fees, or creating disincentives for customers who choose to self-report their meter readings.

Prevents the Public Service Commission from approving utility filings that charge customers for declining advanced meter installation if cost estimates are based on more than one manual meter reading per year.
