Changes language in election notices from requiring "the ballot language of the proposal" to requiring "a caption or brief description of the ballot proposal along with the location where an elector can obtain the full text" for district library board member and districtwide tax elections.

Modifies Section 18 to change "preceding" to "before" when describing the timing of elections held in conjunction with general elections or state primary elections.

Applies the revised notice requirements to elections conducted by school districts, nonparticipating school districts, and participating municipalities under different election scenarios outlined in the District Library Establishment Act.

Requires election notices to designate the specific participating municipality when elections are conducted by nonparticipating school districts under Section 20(b).
