Prohibits the state board of education and department from implementing Common Core State Standards, and requires rescission of the state board's adoption of Common Core standards that occurred on June 15, 2010.

Requires state board to develop and periodically update recommended model core academic curriculum content standards in math, science, reading, history, geography, economics, American government, and writing that are based on academic and cognitive instruction only.

Specifies that state board model core academic curriculum content standards shall not include attitudes, beliefs, or value systems and shall not be based on Common Core standards.

Requires school district boards seeking full accreditation to provide core academic curriculum complying with state board recommendations, with flexibility for districts to vary from state recommendations while meeting academic objectives.

Requires special assistance for students who do not score satisfactorily on 4th or 7th grade reading assessments to bring reading skills to grade level within 12 months, with exceptions for special education students and those with learning disabilities.
