Changes registration requirement from "payment to the commission" to "receipt of the fee" for building officials, inspectors, and plan reviewers under the Building Officials and Inspectors Registration Act.

Allows the commission to register or reregister applicants licensed or certified in another state or by national organizations as building officials, inspectors, or plan reviewers without examination if requirements are equivalent to Michigan's.

Permits the commission to register applicants certified by the National Fire Protection Association or International Code Council as Fire Inspector I and Fire Plans Examiner as limited mechanical and electrical inspectors, but only for conducting plan reviews on fire protection and fire detection/alarm systems.

Permits the commission to register applicants certified as Fire Inspector II as limited mechanical and electrical inspectors, but only for inspecting and approving fire protection and fire detection/alarm systems.

Prohibits subsections (2) and (3) from applying to applicants certified under standards adopted or amended by NFPA or ICC after the bill's enactment unless the commission promulgates a rule incorporating the new or amended standards.
