Prohibits any person from applying coal tar products on asphalt, concrete, or other pavement, with property owners rebuttably presumed to have applied the product if found on their property in violation of this prohibition.

Requires sellers of coal tar products to obtain a signed "no-Michigan-use" form from purchasers before sale, containing the purchaser's name, address, phone number, purchase date, quantity, and affirmation that the product will not be used within Michigan, or a copy of a director-granted exemption.

Requires sellers to retain completed no-Michigan-use forms or exemption copies for at least 3 years and allow the Department of Environmental Quality to inspect or copy them upon request.

Allows the director to grant written exemptions for research on coal tar product environmental effects, development of alternative technologies, or when suitable alternatives are unavailable for the intended use.

Establishes violations as state civil infractions with fines of up to $1,000.
