Establishes attorney-client privilege protection for unexecuted agreements and internal reviews conducted in consultation with the attorney general.

Requires governmental units to submit executed agreements to the attorney general within 10 days, who must forward them to the office of the great seal within 10 days for official filing and public repository inclusion.

Directs the office of the great seal to establish and maintain a publicly accessible central repository of cross-boundary agreements by June 30, 2012, with internet access to be available within one year; requires state units to submit all existing binding agreements entered before June 30, 2012 by June 30, 2014.
