Adds new subsection (8) to section 81131 allowing local units of government to request authorization from the state transportation department to permit ORV operation on shoulders of state trunk line highways, with the department having 60 days to decide on requests.

Permits ORV shoulder use on state trunk line highways only when necessary to connect other authorized ORV routes or complement local ORV ordinances and transportation networks, with the state transportation department considering ease of use and consistency with county ORV ordinances.

Allows counties to submit requests for state trunk line highway shoulder authorization on behalf of townships or municipalities within that county.

Maintains existing restrictions on ORV operation including requirements for headlights, taillights, single-file travel (except when passing), maximum 25 mph speed limit, and operator licensing requirements where applicable.

Updates section 81133 subsection (c) cross-reference from section 81131(8) to 81131(9) due to the addition of new subsection (8), renumbering subsequent subsections accordingly.
