Establishes the Michigan Crime Stoppers Act, allowing county boards of commissioners to designate one crime stoppers organization per county to receive anonymous tips about criminal activity and provide information to law enforcement.

Requires designated crime stoppers organizations to meet specific criteria including board meetings at least quarterly, independent annual audits, no caller identification on tip lines, anonymity protections, membership in Crime Stoppers of the United States of America, Inc., 501(c)(3) tax-exempt status, and maintenance of statistical data on rewards and criminal results.

Imposes criminal assessments on individuals convicted of felonies ($10.00) or misdemeanors ($5.00) with courts collecting and forwarding 90% of assessments monthly to the designated county crime stoppers organization, after retaining up to 10% as administrative fees.

Requires crime stoppers organizations to maintain assessment funds separately and use them solely for paying rewards to informants, operating communications systems for receiving tips, and other direct crime stoppers operational purposes benefiting crime victims.

Protects information regarding specific rewards from disclosure under the Freedom of Information Act and allows county boards to change or discontinue crime stoppers organization designations with court notification.
