Allows the Secretary of State to waive the driving skills test for applicants with military commercial motor vehicle experience if they certify they continuously met federal requirements under 49 CFR 383 during the 2 years before application.

Establishes a 1-year seasonal restricted vehicle group designation for farm-related service industry operators of group B or C vehicles, waiving knowledge and driving skills tests for otherwise qualified applicants with prior license experience.

Seasonal designations permit operation only within 150 miles of the business location, restrict certain hazardous materials transport (except diesel fuel up to 1,000 gallons, liquid fertilizers up to 3,000 gallons, and non-organic solid fertilizers), and are valid only April 2-June 30 and September 2-November 30, or up to 180 days from issuance.

Requires the Secretary of State to cancel all vehicle group designations and impose testing requirements on applicants with disqualifying conditions including prior license suspensions/revocations, certain traffic violations, national driver register listings, or fraudulent testing history.

Requires the Secretary of State to request driving records from prior jurisdictions and cancel designations if disqualifying conditions are found, and to cancel designations upon notification that an applicant no longer meets federal or state commercial driver qualification requirements.
