Amends Section 208 of the Mental Health Code (MCL 330.1208) to clarify that community mental health services programs shall direct services to individuals with serious mental illness, serious emotional disturbance, or developmental disability.

Establishes three priority service categories: (a) individuals with the most severe forms of serious mental illness, serious emotional disturbance, and developmental disability; (b) individuals in urgent or emergency situations; and (c) individuals ordered to obtain mental health services under MCL 767.85 (Code of Criminal Procedure).

Permits services to be directed to individuals with other mental disorders meeting criteria in the most recent Diagnostic and Statistical Manual published by the American Psychiatric Association, and allows use of resources for prevention of mental disability and promotion of mental health.

Requires that resources specifically designated for services to individuals with dementia, alcoholism, substance abuse, or for mental health prevention and promotion shall be utilized for those specific purposes only.

Prohibits denial of services based on inability to pay by the financially liable individual.

Effective only upon enactment of House Bill 5938 or Senate Bill (number unspecified) of the 96th Legislature.
