Amends the Natural Resources and Environmental Protection Act to require the board to specifically identify lands and rights in land to be acquired or developed with trust fund money, prohibiting broad references such as ecoregions.

Requires the board to submit a prioritized list to the legislature in January of each year detailing proposed land acquisitions, rights in land, and public recreation facilities to be funded by the trust fund.

Mandates the board give particular consideration to acquiring land and rights in land for recreational trails that intersect downtown areas of cities and villages.

Requires the board to accompany each list with cost estimates for proposed acquisitions and developments, and a statement of guidelines used in listing and assigning priorities.

Requires the legislature to approve by law the specific lands, rights in land, and public recreation facilities to be acquired or developed each year with trust fund money.
