Amends the Charter County Act to add provisions authorizing the governor to remove a county executive for official misconduct, willful neglect of duty, extortion, habitual drunkenness, or felony conviction.

Requires written charges specifying grounds for removal to be filed with the governor, accompanied by supporting evidence and affidavit from the person making the charges.

Mandates service of charges on the county executive either by personal delivery, leaving a copy at their last known residence, or posting in a conspicuous place if they cannot be found.

Requires the county executive be given an opportunity to respond to the charges before removal.

Bars a removed county executive from election or appointment to any office for 3 years following removal.
