Adds new subsection (3) to Section 13 of the Freedom of Information Act to exempt records or information related to environmental, building, or other permits for construction of single-family or two-family dwellings from public disclosure.

Clarifies language in subsection (m) regarding communications and notes of an advisory nature within or between public bodies by removing redundant phrasing and ensuring proper reference to preliminary determinations of policy or action.

Changes reference in subsection (o) from "department of history, arts, and libraries" to "department of natural resources" regarding rules for disclosure of archaeological site locations.

Renumbers existing subsections (3), (4), and (5) to (4), (5), and (6) respectively to accommodate the new subsection (3) on construction permit exemptions.

Maintains all existing exemptions under the Freedom of Information Act while adding the new privacy protection for residential construction permit records.
