Establishes the Michigan Capitol State Park consisting of the state capitol building in Lansing and its grounds bounded by Ottawa Street (north), Allegan Street (south), Capitol Avenue (east), and Walnut Street (west).

Creates the Michigan Capitol State Park Commission with five members: the Secretary of the Senate, Clerk of the House of Representatives, a jointly-appointed fundraising expert, and a Governor-appointed Capitol Architect with historic architecture expertise.

Grants the Commission exclusive control over park operations, maintenance, restoration, and grounds improvements, while prohibiting it from controlling internal legislative space allocation decisions in the Capitol building or parking lot.

Establishes the Michigan Capitol Restoration Fund within the state treasury to receive private gifts, bequests, and donations for Capitol restoration and maintenance, with funds remaining in the account at fiscal year end rather than lapsing to the general fund.

Makes entry to the Michigan Capitol State Park free and exempt from motor vehicle park permits and recreation passport fees, with entry controlled exclusively by the Commission.
