Amends the Legislative Council Act to transfer advisory authority over state capitol building and grounds from the Governor and legislative leaders to the Michigan Capitol State Park Commission.

Requires the Michigan Capitol Committee to make recommendations to the Michigan Capitol State Park Commission regarding restoration, preservation, management, operation, development, construction, renovation, maintenance, and repair of the capitol building and Michigan Capitol State Park grounds.

Establishes that committee recommendations to the Commission take effect 15 days after submission unless rejected in writing by the Commission.

Specifies committee duties including developing operational procedures, recommending physical changes to the capitol and grounds, implementing a master plan, securing public and private financial support, and overseeing selection and placement of statues, memorials, trees, and plants.

Bill only takes effect if House Bills 5955, 5956, and 5957 are also enacted into law.
