Authorizes the Michigan Liquor and Cannabis Control Commission to revoke liquor licenses of licensees found guilty in an administrative disqualification hearing or convicted of unauthorized transactions involving food assistance program benefits or family independence program benefits if the transaction relates to their liquor license.

Requires the Commission to provide a procedure allowing aggrieved licensees to request a hearing to present facts and reasons why a license revocation should be modified or rescinded, with a $25.00 filing fee required.

Permits the Commission to allow or refuse the hearing based on review of the record and in accordance with Commission rules.

Clarifies that the hearing right does not curtail, remove, or annul the Commission's authority to revoke licenses under the liquor control code.

Limits appeals of final Commission determinations to circuit court review by leave only, with notice of revocation given in the manner prescribed by the Commission.
