Adds section 218a to the Michigan Penal Code criminalizing false representations concerning real property title in recorded documents, including forged documents, groundless claims, material misstatements, invalid signatures, or robosigned documents.

Establishes felony penalties of 1-5 years imprisonment and/or up to $10,000 fine for a single violation of false title representation.

Increases felony penalties to 3-20 years imprisonment and/or up to $50,000 fine for a pattern of false title representations in 2 or more transactions within 4 years with aggregate loss exceeding $250.

Authorizes the Attorney General to pursue civil fines up to $5,000 per violation and allows property owners to recover damages, attorney fees, and costs; robosigning violations subject to treble damages (3 times the amount owed).

Requires property owners to request a corrective document in writing before filing civil action; violators have 20 days to comply or face liability.
